About Florida Citizens Alliance
Florida Citizens Alliance champions K-12 education reform in Florida. As a 501-c3 nonprofit, FLCA’s mission is to improve Florida’s K-12 education by uniting and empowering teachers, students, and parents. 100% of donations go directly toward the three pillars of our mission: engaging local communities with our KIDS FIRST teams, providing alternative education resources through our Microschool initiative, and promoting legislative action.

To improve Florida’s K-12 education by uniting and empowering teachers, students, and parents.
What We Do
Through community outreach, scholarships, education alternatives, and legislative action, Florida Citizens Alliance provides solutions for improving K-12 education in Florida.
What motivates us
We are motivated every time we see a child and their parents take advantage of their education. We strive to educate parents on their options so that they feel empowered to make the best decision for their family.
Our public education system is failing America’s students academically, civically and morally. Florida children are being indoctrinated in a public school system that undermines their individual rights and destroys our nation’s founding principles and family values.
What we Do
Our primary causes
At Florida Citizens Alliance, our primary causes revolve around promoting legislative action, engaging local communities, and providing alternative education resources. We actively advocate for meaningful education reform through collaboration with policymakers, while our KIDS FIRST teams engage parents, teachers, and students to empower them in making informed decisions about education. Through our Liberty Scholar initiative, we offer alternative education resources such as online courses and curriculum options. By uniting and empowering teachers, students, and parents, we strive to create a brighter future for Florida’s K-12 education system, prioritizing academic excellence, individual rights, and family values.
Community Involvement
We engage with community leaders to help them understand current issues in our public education system how each of them can help to improve it…putting the kids first.
Education Solutions
We provide parents and grandparents with alternative education resources, such as scholarship information, so that you can easily choose the best education for your family.
Legislative Action
We advocate for parental choice and solutions that fuel student success with 100% of donations going directly to educating the public and supporting legislative action.

Keith Flaugh
Keith is a retired IBM Executive with experience in general finance and lease marketing and a US Army Veteran. Keith is a graduate of the University of Montana with both a Forestry degree and an MBA. Keith and his wife Karen have been married 56 years.
Keith considers himself US Constitutionalist and is an organizer/Founder of the Florida Citizens Alliance and an activist working to improve the quality of education for our children.
Florida Citizens Alliance is a 501c (3) coalition of over 100 grassroots conservative groups and leaders here in Florida with an active supporter base of over 250,000 people. We work tirelessly at what we call “the 3 pillars”: state legislature, local community education teams and alternatives to public education. We believe competition is essential and encouraging parents to use alternatives to government schools is the only way to preserve liberty and our Constitutional values.

Pastor Rick Stevens
Before moving to SWFL in January of 1997 Pastor Rick served churches across the midwestern United States and in two Canadian provinces. His responsibilities included leadership in music, worship, youth ministry and preaching.
As pastor of Diplomat Wesleyan Church in Cape Coral, he continues church based ministry while giving leadership to Florida Citizens Alliance. For FLCA he provides strategic planing, legislative direction and represents FLCA on the American Adversaries radio program.
Christy Devigili
Christy is a deeply rooted Florida native who lives in sunny SWFL with her husband, David, a retired United States Army combat veteran. She is the mother of three beautiful girls—two in public school and one that she homeschools. Her prior experience as a children’s ministry director and parental rights advocate in both her local school district and state department of education makes her a great fit for her role as Program Director of Alternative Education Solutions. Christy is passionate about raising awareness of the dangers that lie within government-run schools and helping parents and churches realize the urgency of rescuing kids and teachers from them by establishing innovative alternatives. She’s made it her mission to empower parents to take charge of their children’s education and equip church and community leaders to create faith-based learning environments that not only educate but also inspire future generations.
Ryan Kennedy
As a longtime advocate for educational and conservative issues, he has been successful at advocating for change throughout the time he has worked with FLCA. Spearheading many projects including the two Porn in Schools Report’s, he has worked tirelessly to remove explicit materials from school.
He has worked in the nonprofit and private sector both locally and statewide. He brings to the team policy, sales, and advocacy experience.
Mac Stoddard
As a marketing, advertising, and political strategy expert with over 15 years of experience, he’s optimized ROI and outcomes for clients, organizations, and grassroots constituents. Integrating data-driven marketing solutions and resonating messaging with tactical servant leadership, he’s grown sustainable revenue, relationships, and impact.
He has worked for multiple non-profit organizations, numerous political campaigns, and state government. Over the course of his career, he’s ran and managed over $20 million in digital advertising.
